New Jersey currently taxes premium cigars at 30% of the wholesale price — one of the highest rates in the nation. This punishes independent retailers and drives loyal customers across state lines to shop elsewhere.

30% Current NJ Wholesale Tax on Cigars

NJ Senate Bill S3554 — introduced February 19, 2026 by Senator Anthony M. Bucco (District 25) — would cap the cigar tax at $0.50 per cigar. A fair, predictable rate that protects consumers, keeps local tobacconists in business, and brings New Jersey in line with states that respect the premium cigar community. The companion bill in the Assembly is A1046.

This reform has been introduced in New Jersey in every legislative cycle since 2020 — S3270, S1775, S2569, and now S3554 — and it has never gotten a committee vote. That has to change.

Eleven states across the country are currently pushing for this exact reform. Louisiana has already passed it. It’s time New Jersey followed.
